Execution

The contract was awarded to two bidders: MOL Cy n.v. and VDL Translift b.v..

The overall objective of the contract is to develop an innovative household waste truck body that allows for a higher load weight of intact bags to be loaded, with minimal reliance on human influence (from the loader) and transported.

The task consists of two phases:

• in phase 1 (solution conception), a solution must be worked out, modelled, tested and drawn up, resulting in a "proof of principle";
• in phase 2 (prototype development and validation), the extent to which the main features of the design in phase 1 meet the functional and performance requirements set for the desired solution is then checked. A prototype is built based on the elaborated proposal in phase 1 and then this prototype is subjected to validation tests in the daily practice of Limburg.net.

An evaluation moment will take place after each phase. Only those contractors who successfully completed phase 1 are invited to submit a proposal for phase 2, which will be re-evaluated, scored and ranked by the Evaluation Committee.

On 12 December, the evaluation committee decided that both contractors had successfully completed phase 1. Both contractors were invited to submit bids for phase 2 by 20 January 2020. Both bids were withheld.

The pre-commercial procurement process (PCP) was concluded in January. The results and conclusions of the PCP process are available at documents below and were presented to the sector on 26 January. Bionerga, which is responsible for the procurement of the vehicles for the collection service of Limburg.net, published the tender document for the procurement of the body of the Optimo rubbish truck on its website at the beginning of February: www.bionerga.be. Bids must be submitted by 26 February 2021. Final delivery is scheduled for January 2022.
